Hi,
Found this post, which relatest to the problems with gettext in December which may be of interest.

www.gimp.org/win32/downloads.html now has links to fresh binary
Windows builds of gettext 0.13.1 (-runtime and -tools).
Unlike the Windows binaries of 0.13.1 that were for some time
available at the GNU ftp mirrors, these use the MSVCRT runtime which
is part of the Windows operating system (and not MSVCR70, which is
distributed with MSVC.NET.)
The MSVCR70-using binaries were removed when the gettext maintainer
was made aware of the fact. He says: "Note that binaries created with
MSVC 7.0 cannot be distributed: They depend on a closed-source library
'msvcr70.dll' which is not normally part of a Woe32 installation,
therefore the distribution of such binaries - with or without
msvcr70.dll - would be a violation of the GPL. This problem does not
occur with MSVC 6.0 and earlier."
These should work fine as drop-in replacements for the 0.12.1 versions
(that are no longer distirbuted in binary form from the GNU ftp
mirrors, either), that are currently included in the installers. In
particular, it's the intl.dll that's used by GLib, GTK, GIMP etc. But
as always, it's better to be safe than sorry, so make a backup copy of
your current intl.dll, and perhaps other files that would be
overwritten, first.
Jernej (and other installer-builders), please start using these
instead.
