The "View->Options" seems to be a bit overengineered then. 
I would tend to leave it away, or is this really useful for someone?
As it's really not obvious, what this will be doing and how it's should 
be used.

If we really need this feature, this should be an option in the "capture in progress"
dialog, not in the menu IMHO.

Ok, that's something I can understand, although it's not easy to get,
without assistance ;-)

I would tend to see this as a normal toolbar, which is usually at the top.

Usually on win32, you will have multiple small toolbars, which can be somewhere
floating around the top of the window. Ok, this floating can make you cry 
sometimes, but thats another story, too long ... ;-)

Put it in the toolbar might be "impossible", if the user doesn't have the space 
for both toolbars in one line :-(


A flexible way would be to use some handlebars and do some really advanced tricks,
that let's the user docks the toolbars at the place almost anywhere he likes :-)

But I'm not sure if and how this can be done using GTK.
