The above description is the correct one. The intention at 14.4.e.3
is that the length field should "imply" an integral number of
MSTI messages.

But the item 14.4.e.3 "...a Version 3
length representing an integral number, from 0 to 64 inclusive,
of MSTI Configuration Messages..." may confuse, that this
field means a number of  MSTI Configuration Messages.
At least CISCO bridge *C3550 Software (C3550-I5Q3L2-M),
Version 12.1(12c)EA1* seems to use this meaning.

Please make clear the meaning of this field.
