After doing a make clean (*not* distclean), cvs up reports the following:

cvs update: warning: plugins/Xplugin_api.c was lost

U plugins/Xplugin_api.h
cvs update: warning: plugins/Xplugin_api_decls.h was lost
U plugins/Xplugin_api_decls.h
cvs update: warning: plugins/Xplugin_table.h was lost

So either these files should not be removed with make clean,
or they need to be regenerated in case they are missing.

As far as the files in help are concerned: they are being regenerated,
so they should probably just be removed via distclean, not clean.
Btw, whtat happened to Guys patch that makes generating the .h files
in help/ obsolete?
