Well, the first thing needed is a change to Makefile.nmake, for building
with MSVC++.  I've added that change, and checked in a version of
packet-ccsds.c with some cleanups.

The dissector wasn't doing anything obvious to make it not work on any
of the platforms Ethereal supports, so it should work on all of them.
