OK, so there appears to be agreement that the source tree should be 
rearranged to be more managable.  How would we go about doing that?  It's 
not the kind of thing suitable for a patch.  Could I make a patch for the 
make files and give someone with CVS update access instructions for moving 
a few hundred files?  Or maybe I would get CVS update access and do it 
myself?

The suggestions given so far are simply to move the packet* files into a 
subdirectory.  That's a good first step, but I think even that directory 
would be too big and ought to be split into categories -- probably 
following the protocol hierarchy.

With the file in a "packet" directory, the "packet-" part of the file name 
is redundant.  What do people think about removing it?
