I rebuilt ethereal for Windows under Cygwin. Now I can run Ethereal from
cygwin only. 
When Ethereal is run from its directory (without cygwin), ethereal window
does not open. No error messages (dll wich causes en error message are now
in the ethereal directory).  
I don't use to compile for windows. 

Could you please explain how to build an "independent" ethereal which could
be launched without cygwin?

Except cygwin and MS visual C++, are there other environments from which
ethereal could be built?

Which is the more useful?
