The Mac OS X standard appears to be to have a menu item under "View"
that's either "Hide Toolbar" if the toolbar is visible or "Show Toolbar"
if it's not; it might also offer "Customize Toolbar...".

I think at least one Windows app (probably Windows Explorer, i.e. the
file manager; Internet Explorer might also do this) has an item uder
"View" that's just "Toolbar", with a check mark or a bullet next to it
indicating whether the toolbar is visible or hidden - selecting the item
toggles the state.

The GNOME Human Interface Guidelines indicates that a "Toolbar" or
"Statusbar" checkbox menu item would appear in the "View" menu:

I don't see anything obvious in the KDE UI guidelines on this, but I
wouldn't be surprised if they followed that convention as well.

So I'd add a "View" menu and put a "Toolbar" checkbox item under it,
rather than (or in addition to) stuffing it into the GUI preferences.
