No.

That would be one possiblity, but that'd prevent people from doing
case-sensitive filtering on those strings (which they might want to do
for some reason), and it wouldn't allow people to do case-*in*sensitive
filtering on FT_STRING[Z] fields.

The right thing to do there might be to have a new operator for doing
case-insensitive string comparison.
