Attached is a patch -u against 0.9.15 enabling Ethereal to either 1) Remember the last directory browsed in "File Open" for initializing between launches of Ethereal, or 2) allow the user to specify a persistent directory to initialize the File Open dialog to.

Current behavior is to initialize the File Open dialog to the current working directory, which is removed.

Also, cleaned up the preferences file format a bit.

This needs a tiny bit of work that I'm hoping the GTK gurus can help me with: The "Font" and "Color" buttons in the GUI prefs dialog is shoved over to the right. Is it possible to cause my new radio buttons and text entry box to span 2 columns, which would prevent this from happening?
