The smpp.(src|dest)_address fields ***may*** contain an E.164 address
without leading "+" ***if*** the corrensponding smpp.(src|dest)_address_npi
says so! Of course, an international address requires the corresponding
smpp.(src|dest)_address_npi having the value 01 (International).

Currently the SMPP dissector does not distinguish (yet) between the
different address types, but it may do so in the future.

Where in the SMPP dissector would they be used?  I.e., what fields 
would use them?  Or are those fields not in the SMPP dissector yet?
