I removed this and Ethereal built correctly. Is this needed or something left over from another change?
Yes - it was no longer used after my most recent checkin, so I removed it as part of that checkin. (It was an internal routine in any case, so it should never have been in wtap.def.) 

I've checked in a change to remove it.
