Well, for what my opinion is worth, I think this is a great idea.  It
would prevent me from having to send my compiled binaries to all my
coworkers who can't figure out how to build from CVS.

As long as the binary RPMs that are required are readily available from
the major distributions, I don't see any real harm in requiring them. 
People are used to resolving RPM dependencies -- it's just when they
have to build from source that they get lost.
