 Either Cisco's request for a licence change is based on
a fundamental misunderstanding of the GPL, in which case
Cisco needs to get a clue, or Cisco's request is based
on sound legal reasoning, in which case the legality of 
many existing Ethereal plugins is in doubt. (Especially
the plugins that already handle Cisco protocols) 

 Which is it?
