Not really ;-)

The makefile.nmake is detecting, if perl is set in config.nmake, and uses a bash script instead which is REALLY, REALLY, REALLY, a lot slower. So it is preferrable to have perl, but not necessary.

On the other hand, you need to install some other unix-style commands (bash, rm, ...), so it is still a good idea to install cygwin anyway, and if you do that, you can install perl from it, which just works fine (I don't know, if it is installed with the default settings of cygwin).
