You are correct, a SCTP packet can contain multiple upper layer information, and this info is not contiguous. When the SCTP dissector was included in the ethereal distribution it was discussed on the dev list how to handle this. I was told that in the middle pane of the main window NOT a hierarchy is shown but a sequence in the packet (this rule is violated for the handling of padding of DATA chunks). For the time being there is no perfect solution for this problem but since now more protocols are affected and one has a good idea how to handle this 'multiple upper layer' stuff I would be happy to modify the SCTP dissector
to make use of it.

If people are thinking about hierarchy and statistics, I'll mention that SCTP is another problem area. One SCTP packet can contain multiple signaling messages, the messages may be same type or totally different protocols. The ethereal summary statistics box shows a misleading hierarchy. Its not a significant problem.
