No.

Yes.  There's the X/Open "catgets()" scheme, which comes *native* with
many UNIXes - including at least some Linux distributions.

It means you have to pick numbers for messages, but that's life.  I
don't particularly think the "just use the English-language message as
the key when doing a catalog lookup" notion really adds much.

It's not an either-or situation.
