I'm quite sure you are mistaken on that one: The GPL explicitely gives
anyone abiding to the GPL the right to modify the code covered by it.
It does NOT give the right to change the copyright to something violating
the current copyright. We *really* need to contact everyone and get their
permission - see the efforts of the Mozilla project to change their
license from MPL to GPL/other1/other2

I found out that "pro" means "instead of" (as in proconsul). Now I know
what proactive means.
