They aren't in CVS.  Checked the .cvsignore file and found 
them in there.  I did update my copies, but this is only 
good as long as I do the tar builds. Is this something that
automake should handle?  If I remove config.sub and config.guess,
autogen.sh is re-creating them. If so we want to pull them from
the tar files.
