Probably true in some Microsoft font.

Not correct, according to the copy of OSI/IEC 8859-1:1998(E) that I just
downloaded from the ANSI online store - the printable characters in
8859-1 go from hex 20 to hex 7E (ASCII) and from hex A0 to hex FF;
there's nothing in the hex 80 to hex 9F range (which I think is part of
the C1 control-character space).

Emacs may be compensating for Microsoft's embracing and extending
8859-1, or perhaps your 8859-1 font includes Microsoft extensions.

...which shows up as a square blob on my display; perhaps xterm is
malfunctioning, or perhaps the "fixed" font (which is one of the
fonts that comes with X11, with some long XLFD name) isn't full 8859-1,
but, at least from my reading of 8859-1, 0x92 is not a printing
character in 8859-1.
