...which means "was the tcpdump that captured that packet trace running
on a machine with an OS that has 64-bit fields in 'struct timeval'?"

I.e., it's a question of the machine on which the capture was taken; the
machine on which Ethereal was running isn't relevant (as Ethereal always
assumes 32-bit fields in the time stamp in libpcap captures).
