My vote is to check if "perl" is Perl 5, and instruct the user to
re-rerun configure after setting the PERL environment variable to a
valid Perl 5 installation.

There is something to be said for keeping a 450K perl4 binary around
(matter of fact, on most machines I keep even two Perl5's: one that is
as pristine as I can get away with, and one with all the features I can
throw at it).
