Actually, the suggestion you liked:

was the one that involves two personal configuration files,
"~/.ethereal/ethereal.conf" and "~/.ethereal/preferences"; the second
suggestion:

was the one that involves only one personal configuration file - the one
we already have, "~/.ethereal/preferences".

As long as there's only one personal configuration file, there'd also be
only one global configuration file; I'd be inclined to call it
"${libdir}/ethereal/preferences", matching the name of the personal
preferences file, rather than "${libdir}/ethereal/ethereal.conf".
