Hi

The RTCP dissector I have written uses the NTP dissecor to "decode" a 64 bit 
timestamp. According to RFC 1889 pages 10 and 23 this is the way to do it.

The problem I am having is that the year value is way to big. The date 
decodes to something in the year 2036, about 36 years to many...

Does the NTP timestamp decoder ( ntp_fmt_ts() ) work on WIN32?

Any other ideas?
