Or a "pause scrolling"/"restart scrolling" button, that toggles the
"live scrolling" flag (and could change what the button displays - and
whatever tooltip it pops up, given that toolbars often contains icons
that are marvelously internationalized in that nobody from *any* culture
can figure out what they mean; I'm not sure what icons to use for
these).

A toolbar chews up a bit more screen real estate, but that's life.  We
might add other toolbar items as well, once we've added a toolbar.
