The libpcap RPM doesn't address the libpcap botch in question - that
one's harder to fix.

A workaround, BTW, is to type a blank into the capture filter - if the
capture filter is *completely* empty, i.e. devoid of all characters,
including blanks, we don't install any capture filter, which, with the
RH 6.1 libpcap, causes it not to capture anything, but if the capture
filter is blank but *not* empty, we compile it and install it; libpcap
compiles it to a filter that captures everything, and we install that.
